As the title suggests, it's just panty shots, with the occasional glimpse of a nipple. First of all, the BGM is annoying. And it's an endless, repetitive pattern that gets boring quickly. For elementary school kids, seeing a high school girl's panties might be the best thing ever, but for an adult, I wonder if this even needs to be classified as an AV. In the bubble era, this would have been standard fare on late-night terrestrial TV. If there are sequels or similar works, I'll never watch them again. It's a waste of time, money, and the effort of taking off my pants.
