It's also a story about a restart for a guy who has never had a girlfriend. Let's consider what kind of development would be ideal for this setting. The best-case scenario would be the virgin man getting a girlfriend as he restarts his life. However, because the setting is locked into 'resort part-time job' and 'a summer memory,' it can't end with him getting a girlfriend. This makes it less interesting. If that's the case, the next best thing would be to focus on the eroticism of their relationship starting from his first time, making it a positive sexual experience. But looking at the flow of the drama and the play, it's not overly erotic; it's more like a sweet, romantic relationship throughout. This drama and play, in isolation, are excellent. But the content fits a scenario where you become lovers with someone you met at work, which doesn't mesh well with the 'resort job/summer fling' setting. In short, the setting and the drama/play are at odds, preventing it from being truly compelling. They're so obsessed with the resort job setting that they force a distance between Gunma and Shonan, showing a clear intent to avoid a 'happily ever after' ending. If it were set within Kanagawa Prefecture, where the distance isn't an obstacle to a relationship, they could have built memories while working, and ended with a hint that the woman will be back next year, so the guy will return too. That would have tied the setting, drama, and play together perfectly. That would have been much more interesting than the 'resort job/summer fling' trope. So, the problem is being too trapped by the directing choices. A story about someone from inland Kanagawa coming to Shonan to reinvent themselves, make summer memories, and potentially finding a future girlfriend would have been a much better fit.
