Back when this was released, 'otokonoko' (cross-dressing boys) weren't really understood yet. Since she's a cute girl(?), you won't regret watching it. As an aside, you don't see many uniforms or bloomers in modern 'newhalf' or 'otokonoko' content, so this series is a great way to enjoy a high school girl with a cute 'peni-cli.' If you find it among the older titles, it's definitely worth the purchase.
