The theme is cross-dressing, but it just devolves into random cosplay that doesn't even require the cross-dressing element to work, which is a huge letdown. They should have gone with something more masculine like a sarashi (chest wrap) and fundoshi to emphasize the 'male' aspect; the contrast with the actress's beauty would have been much more arousing.
