The title is also doing it a disservice; there aren't really any 'bubbly' elements other than the costume. She's retired now, but as others have noted, this is probably the best among the 'not-quite-Kiritani Matsuri' drama settings. Her performance as a perverted wife, both in the giving and receiving roles, is great. Also, the brief scene at the end where the husband returns is brilliant. It really solidified the contrast between her public and private life.
